I don't agree that some of these people were idiotic, either in terms of behaviour or IQ, but some were, and all made a big impression

I don't understand if he regards honesty as such an important issue why blatantly dishonest characters, admittedly who were often key characters, were not guided, reprimanded, or fired earlier, unless entertainment value was paramount such that colourful and monstrous characters were encouraged to yet more colourful and monstrous.
